Public Sector Firms Named on £660m Retrofit Framework

A major procurement provider, LHC Procurement Group (LHCPG), has appointed 126 firms to a £660 million Retrofit and Decarbonisation (N9) Framework for public sector projects. The framework, which will run until February 2029, aims to support public sector clients and registered social landlords in achieving energy efficiency and decarbonisation goals.

The N9 framework consists of six primary workstreams:

  1. Consultancy Services – Providing energy policy advice, strategy development, and funding support.

  2. Multi-Disciplinary Works – Overseeing various energy retrofit projects across different scales.

  3. Building Insulation & Performance – Covering insulation solutions such as internal, external, and cavity wall insulation.

  4. Heating Systems – Installation of modern heating technologies, including smart controls.

  5. Control & Management Systems – Implementing building management systems (BMS) and metering solutions.

  6. Electrical Works – Incorporating solar PV installations, battery storage, and EV charging infrastructure.

The framework supports compliance with PAS 2030, PAS 2035, and PAS 2038 standards, which are essential for retrofit projects in the UK. Companies involved must meet these standards within two years if they have not already achieved certification.

Additionally, the LHCPG has introduced a Dynamic Purchasing System (DPS) for ongoing low-carbon retrofit servicing and maintenance. This allows firms to apply at any time, providing flexibility beyond the fixed framework structure.

The retrofit framework is part of the UK’s wider commitment to reducing carbon emissions in the public sector, aligning with the government's goal of achieving net-zero by 2050. The appointed firms will contribute to upgrading social housing and public buildings, improving energy efficiency, and meeting sustainability targets.
